In his words, "If Japan did everything right, they could have bomb in 3 months; everything wrong, 6 months." There's so much hot air coming out of specific countries in the past few days, it's easy to believe there's a 'GLOBAL WARMING" convergence going on.
Nonetheless, one specific thing I remember about the Kyoto Treaty (during Clinton Admin) which raised no small squawk: China was demanding the rights to use Japan's sea ports. Once that happened, "Kyoto" was off the table and put on ice.

France and Russia had been working on joint space programs AND weapons. Not too long after onset of WOT, France made the move to sell to the Chinese. Messrs Cheney and Rumsfeld squashed that one. France has been very quiet, lately. Russia just made re-made a proposal to be a major "energy" supplier to Germany (and the EU); it's been rejected by Germany.
