There's a trail of some debris beginning back along the flight path in Jamaica Bay, and the very first thing along that is the vertical stab - kind of hard for that to happen unless the shoe bomber climbed out a window, crawled back to the tail, and held his explosive shoe against the vertical stab.
It's also hard for a rational person to view the NTSB as a repeated center of massive, deliberate orchestrated coverup. Basically a bunch of mild-mannered engineers.
