Yeah he did have a plan to do this. It is a true statement. But then the ultra smart Clinton decided to have Jimmy Carter go negotiate instead.

Sure he did. But Jimmuh talked him into providing the North Koreans with a free nuclear plant, instead, so they could make bombs more easily.

Anyway, It's hard to concentrate on minor matters like nuclear weapons in the hands of madmen, when you have more important things in mind, like whom you're planning to rape or murder next.
