ROTTERDAM, The Netherlands -- Former U.S. President Bill Clinton says he had plans in the early 1990s to attack and destroy North Korea's nuclear facilities after the secretive communist state was found to be producing weapons-grade plutonium.
At the time, he said, North Korea had plans to produce between six and eight nuclear weapons per year.

he never did - the Pentagon did, as it is supposed to... he signed a deal giving them 100 million dollars instead (that sum is probably what was used to fund this weeks NK nuclear tests)

Well, if you parse his words...which is necessary whenever he opens his piehole...you can understand that the US Military has contingency plans...aka war games...for every conceivable threat.
So, it doesn't surprise me if there were scenarios drawn up to deal with a North Korea threat.
But it's not like Bubba hit the intercom and said, "I want plans to deal with North Korea on my desk by 5PM".
