I think we agree. Complete concealment is probabaly too much to attempt, at least based on the past US experience. But I certainly would expect the bad guys to try. There is also this little known grey area in the NTBT. Although the US interpretation is zero yield, the Russians and Chinese don't subscribe to that and argue that super low yield tests are not proscribed. So there is the possible motive, if any, as I see it.
