In Woodward's "Fictional Reporting (tm)" style, hearsay goes between quotes, is unattributed, and is designed to make the reader believe there was an actual interview by Woodward.
Woodward keeps saying he has recordings of all his conversations but I've not heard a single recording despite numerous people saying they never made comments in his book.
