Bob's a reporter. He lies. If he can't find evidence he invents it. If someone is in a coma being guarded by armed CIA protective detail agents he still somehow manages to get an interview with him. If he get's told that a meeting took place but nothing was discussed he assumes that it must have been a secret warning of the 9/11 attacks. It's only logical.

Woodward is also telepathic. He's able to attend White House "principals" meetings without being noticed, and furthermore he's able to quote the *thinking* of various parties at the conference table.

Cheney saying "bullshit" and hanging up on him is "a metaphor" for White House behavior (he didn't specify that it's a metaphor for thinking that Woodward is a fool).
Gee, I like your take. Still, I'd call Bobbie Woodward a cartoonist. He's doing the same kind of emotions-only story telling that evokes cartoon stageplay and carciture of stock personas writing pictures in words that same as Doonesbury does in cartoon strip.
