No, it's not Foley. However, the technique (before the killing) was for the middle-aged adult pedophile (the chickenhawk) to work through his acolyte, the much younger highschool kid, to get to the 12 year old boy.

Once he was in THEIR clutches, they did what they wished and then killed him.

That's why the argument that Foley was after young, but adult homosexuals, and was not therefore a pedophile, simply has not been demonstrated satisfactorily.

This guy was careful. He went through pledges AFTER they'd left the program, but while they were as young as they could be ~ and therefore more likely to have contact with younger children.

They were also OUT OF TOWN.

He wasn't messing with anybody still in the DC area.

Foley shows all the signs of someone who uses older teenagers to do his cruising for him among the pre-pubescent kids.

I'd look for some bodies, but that's just me, and that's just because these guys caught and murdred a child who used to play safely in front of my house.
