They have, by the way, English speaking medical staff, and medical facilities are relatively reasonable.
I have been to Bishkek and when I got sick with diarriah, I got on a plane and went home. I wouldn't trust my dog in their medical facilities. There may be a handful of english speakers but they are few and far between.
