Wrong! You cannot represent someone on legal matters without a license. You may want to look up what attorney in fact actually means (it is more of an agent capacity).

Wrong!! Double cross your fingers and spit wrong! This has nothing to do with the legal world. It is politics. He is acting as a politician. An American politician, so he can say anything at any time even if he is right.
