Hmmm...
Pretty stupid thinking he can build a damn of any significance on a creek that passes though his property without a permit. From what I can get from the article I think I would side with the neighbors. His actions have created problems for other land owners. He needs to fix it promptly.

$50-60K doesn't seem like it would break the bank for Lance. Wouldn't it be easier for him just to pay for the scuba clean-up?
This story reminds me of the thread a few days back about the septic tanks on these celebrities' properties leaking into the Pacific, yet they---who care so much about the planet---refuse to do anything about it.
