As a resident of the area, I am incensed at the Santa Rosa police department and their stunning ineptness. Karr, the rat b*stard, has a clear fixation on little girls and will eventually succeed in raping and/or killing one or more. The SRPD had a chance to at least get him registered as a sex offender so he could be tracked. How will the SRPD apologize to the parents of the little girl that he hurts?

But of course these career government employees will report for work and retire at 50 with 75% pay.
