Well, if he *knew* he was contacting an 18-yo, that's a different matter. (Although are we sure about that? I'm sure it's what Foley will *claim*, of course.) It's still completely disgusting behavior (IM masturbation on the floor of the House? YUCK!!!), but not illegal, if the boy was of age. I'm still glad Foley resigned.
