I think by 'prank' they mean Foley was baited.
Maybe, but I'm not so sure. The problem is that the IM messages themselves don't reveal the relevant context (i.e. that they were part of a prank). What makes me think that Foley might have played along is their very graphic nature. You don't get elected to Congress by being THAT stupid. That's why I think that Foley may have actually been in on the joke.
