I don't think that the staff had any idea, and I was very naive back then and didn't see ratting on him. The boys that I knew of had no father figures and already were oriented gay (I don't know how.) I just have these vague memories of the clique that surrounded him.
OTOH, whoever was toying with Foley in those IM's didn't appear to HAVE to be groomed..That was a two way conversation.
