The Houston Fire Department responded to the sulphur dioxide spill at the refinery on Manchester Street near 97th Street at about 9:55 a.m.

What effect might sulfur dioxide have on my health?
Exposure to concentrations of 10 to 50 parts per million for 5 to 15 minutes causes irritation of the eyes, nose and throat, choking and coughing.
Exposure of the eyes to liquid sulfur dioxide, (from, for example an industrial accident) can cause severe burns, resulting in the loss of vision. On the skin it produces burns. Other health effects include headache, general discomfort and anxiety. Those with impaired heart or lung function and asthmatics are at increased risk. Repeated or prolonged exposure to moderate concentrations may cause inflammation of the respiratory tract, wheezing and lung damage. It has also proved to be harmful to the reproductive systems of experimental animals and caused developmental changes in their newborn.
That is one old refinery despite all the new construction going on there. One of the oldest in Houston, right under the 610 ship channel bridge.

Dozens treated after chemical release at Valero refinery

Dozens of people are being treated after apparently inhaling fumes from a chemical release at the Valero refinery in East Houston.
Valero sounded its alarms around 9:35 Wednesday morning at the refinery at 97th and Manchester.
The refinery was evacuated.
As many as 100 people were reportedly affected by the fumes.
Some were taken by ambulance to area hospitals.
Others were treated at the scene.
The HFD Hazardous Materials or HAZMAT unit was sent to the scene.
Valero's own emergency teams also responded.
School buses were sent to Valero to transport workers away from the area.
Valero officials were surveying the surrounding area to see if there has been any environmental impact.
A shelter-in-place was issued for the nearby Alta Academy, an HISD charter school in the 8300 block of Lawndale.
Well, knowing the demographics of the area I am sure that many people went to the hospital complaining of inhalation problems so it could be substantiated.
