Term limits are a poor idea. To me the best way to effect term limits is to eliminate the congressional pensions. The Constitution says that the job of senator and Representative are "contract" positions with no expectation of compensation for service beyond the contract period.

They also shouldn't be able to keep campaign war chests. If they don't use the money for the campaign, they shouldn't be able to live off it.
