Document http://70.168.46.200/Released/10-02-06/CMPC-2003-004963.pdf is a coded handwritten letter in English from a person called Amelia Rovena Guadagno to Saddam Hussein dated September 2001. The writer of the coded letter is asking Saddam to Nuclear the United States as required and as soon as possible as this is September 2001. In fact the document later on indicates that this letter was written on or before September 8 2001. I have no idea what this letter means, whether it is a hoax, whether it is true, but someone may find something about it that it is not clear to the naked eye. Enclosed you will find correspondence for your action. Under separate cover I have mailed to you, not anyone else, important and urgent data and articles for payments to me and the tele-electronics assimilations were included to preserve the planet, Iquestra. Please nuclear the United States as required as soon as possible as this is September 2001. I as also the owner of the planet respectfully request receiving my monies ASAP as USA citizens are proven completely incompetent to include Forca.

I'm pretty sure this person is Brazilian...or, remotely possible, Portuguese. Força, in Portuguese, means "strength" or "force." The poor English in the letter would be pretty normal if her first language was Portuguese.
What it means, of course, is unknown, and your hint of a computer translation may well be the case, since it has that wierd quality.
I'll see what I can come up with for the alphanumeric sequence.
Maybe someone trying to cash in on the 'oil for food' deal?
The reason I went with Força Sindical is that this union has interests in Iraq. I'm thinking this is potentially "oil for food" related, especially with the weird "planet" references that sound so UN.
Anything's possible. Oddly enough, Nelly Furdado had a song called "Força," which was used as the theme song for some EU thing. This nutso woman mentioned music in her letter.
Me, I'm dismissing this whole thing as a nutcase letter.
I'd think a nutcase would've been round-filed instead of kept, but maybe so.
I suspect they have tons of papers of all sorts. They probably kept everything, no matter how ridiculous it seemed.
I wonder how many letters come to the White House, written by wacko nutcases. I'm guessing it's quite a few, and I'm sure they keep them all, even if they make no sense.
There's something about heads of state, etc., that attract wackos to write to them. It would make a great book, IMO. A nice collection of bizarre missives from the bent side of the population.

but for what it's worth:
1. Amelia Guadagno is an Italian name.
2. "Guadagno" also means "gain" or "profit".
2. "Forca" means "gallows" in Italian.

Preliminary Conclusions: this is either a massive case of nonsequituritis, or it's somehow related to "oil-for-food".
I don't know if he spoke English, but he probably did to some degree. He's quoted on the net as telling an interviewer he understands English but does not have a high degree of fluency in spoken English.

My guess is that some liberal moonbat wrote Saddam and that is the letter we are reading.

You may be onto something. Then again? LOL!
Coming up with that link for that number didn't seem any crazier than the letter. ;) And...it did connect with one of the topics, if a topic could be discerned.
