The age of consent in DC is apparently 16. This "kid" was fully legally capable of consenting to any relationship.
That depends. Certain states have age-difference statutes for minors - for example Florida law makes it a second-degree felony for anyone over 24 to have physical sexual contact with a 16- or 17-year old, in section 794.05.
