A male congressman having "sex" with a page is a misnomer.
Two males cannot have sex. They can mutually masturbate but that's all.

Sex is the "act of procreation," and can be performed only by two people of opposite gender.

I see you're a prescriptivist on language use. Sorry, but English has no equivalent of the Academie Francaise. Native speakers of English in the late 20th and early 21st century refer to all acts of erotic gratification whether natural or unnatural, moral or immoral, procreative or sterile as "sex".

OED-style, I would point to this usage as dating to at least the 1970's with the exchange between Woody Allen and Diane Keaton's characters in Annie Hall showing that even mastrubation is included in the meaning of the word.
