I doubt it. Overpasses falling on their own are extremely rare. The article doesn't say that the engineer was onsite, but that he had been dispatched.

From the look of the damage on TV yesterday, it was some sort of a connection failure. But now that I think about it, what else would it be?

He means the dispatchers that issued a warning instead of closing the road.
