Robert Joseph, U.S. Under Secretary of State for Arms Control and International Security remarked on Sept. 28(U.S. time), "If N. Korea goes ahead with nuclear test, U.N. Security Council will be firmly in favor of taking strong measures against N. Korea."
Under Secretary Joseph made the comment in a special interview with Voice of America, while warning N. Korea, "It would be a grave strategic blunder for N. Korea to actually carry out nuclear test."
He explained, "It will be followed by more sanctions by U.N. Security Council, including the invocation of Chapter 7 of U.N. Charter. U.S. would refer the matter to U.N. Security Council and propose a motion to invoke the Chapter 7 of U.N. Charter."
Regarding the likelihood of N. Korea's nuclear test, he said, "It is difficult to predict if they would do it or not. There is still much we do not know, but it would not be a surprise if they would actually do it."
Asked whether any indications of nuclear test are detected, he said, "I cannot go into it, because it is a classified matter. It is true, however, that many countries, including U.S., are concerned that N. Korea would take further provocations such as nuclear test, following their missile launches."

The embargo and blockade would be sufficient to destabilize the regime. Permission to board, inspect, and sink any vessel carrying weapons or drugs would shatter what's left of their economy. It would also convince the elite cadres that support Kim Jong Il that he won't be able to keep the show running.
Getting the Russians and Chinese on board will be much easier, as well. They don't want to see Japan, Taiwan and South Korea go nuclear in response.
China also has Olympic problem. To have a successful 2008 Olympic Game in Beijing, U.S. and Japan have to go along with it. It is not hard to ruin the atmosphere of the Game by digging up and publicizing dirts on China which are plenty.
Something has to be done soon. In a matter of months.

We have other, simpler options, should China drag their feet at the U.N. An Olympic boycott by Japan, South Korea, and the United States would be devastating. The Chinese government would be unable to cover that one up, and their people would be shamed and upset.
Man, would I love to have the wet noodle concession at the UN.

Japan and SK presently don't need to go nuclear, they have ours on their soil.

If either North Korea or Iran tests a nuke, we'll have a real brief time window - maybe 100 days - to invade Iran before their number of missile-ready warheads increases from 1-3 U-235 gun-type warheads to 1-2 dozen, most of them of the plutonium-implosion type.
Then low and behold, the US military forces suddenly went in with total full force one night in November, and totally kicked the crap out of the Taliban.
Don't be so sure that 'nothing' is happening. I know the frustration, but there is a lot at work here behind the scenes, including (probably) assassination plots against Kim Jong il.
I would think that a total shutdown of the Chinese-NKorean border would hasten the end of Lil' Kim's regime in short order.
No food, no fuel, nothing crossing.
