More to the point, Canada does not seem to care who uses their country to enter ours- at least until recently .

This has been a serious problem going back to the Cold War years when Soviet Agents used the Canadian Border to enter the U.S. undetected .

Canada does not border any other country, landwise, except the US ~ ~ ~ ~ so those who enter Canada from anywhere else have the Canadian 'openess' to enter Canada by Air or Sea travel .
Anyone from any Third World Country can get a tourist visa to enter Canada - - then scurry on down to ours . . .

obviously many of them are not native Canadians .

Nonsense. Canada doesn't allow most people (even Americans) with criminal convictions to enter their country, and requires invitation letters for people from some countries. And just like the United States, Canada has an Advance Passenger Information program for incoming flights so that they can screen out prospective terrorists when they arrive on Canadian soil. That's far from free entry to Canada to all comers from the Third World.
