Serbia's Parliament Speaker Calls for Referendum on Constitution Declaring Kosovo Part of Serbia

BELGRADE, Serbia — Serbia's Parliament speaker on Sunday officially called for a national referendum this month on a new constitution that would declare U.N.-run Kosovo is part of Serbia regardless of ongoing negotiations on the breakaway province's future.

Predrag Markovic set the plebiscite for Oct. 28-29, urging voters to come out in large numbers and support the new constitution, which underscores Serbia's opposition to possible independence for Kosovo. Independence, sought by the ethnic Albanian majority in Kosovo, is one of the options under discussion in U.N.-brokered talks.

In Kosovo, a separatist leader dismissed Serbia's move as a "provocation."

Kosovo's Deputy Prime Minister Lutfi Haziri, an ethnic Albanian, said that Serbia's latest move "represents a threat and a provocation ... which will become an obstacle in future normalization of relations between Serbia and an independent Kosovo."

International negotiators have said they want to conclude the talks by the end of the year, amid signs that Kosovo will be granted some form of independence.

Inclusion of Kosovo in the new Serbian constitution will effectively rule out Belgrade's consent to Kosovo's secession.

lets talk about all the support the serbians gave to saddam. Lets also point out the fact that albanians are not planting ied's, and killing american soldiers. Infact, they are serving in both iraq and afghanistan and contributing a lot to our war on terrorism. Get over the war, and quit whining. Serbs lost, and the serbs used the wrong disproportionate force when controlled by a communist heathen. Get over it.

when I think of the old serbia, I see a serbia controlled by its puppet masters in moscow. Some of the country to this day still is influenced by moscow.

Serbians gave nothing to Saddam, That was Tito, communist dictator of Yugoslavia. He started cooperation with Iraqi armi during Iraq-Iran war. Yugoslavia sold arms to Iraq and made some great weapons like M-87 262 mm MLRS, named ABBABEL-50 in Iraq and it was succesfully used against Khoneinis troops. Tjis specific weapon was financed (some say) with US monney and not Saddams petro-Dollars. May I remind you that Saddam in that time was favourite of CIA that supplied him with intelligence data, France with Mirages and gazelle helicopters etc...

Yugoslavia supplyed Quwait with M-84 tanks that stood against Iraqi invasion in 1990, and in Gulf war.

Now as supporting of maniacal-tyranic islamic regimes, may I ask you how came that saudi Air Force is Flying F-15s? They are supplyed by USA to Saudis allthough Saudi regime is one of most vicious anti-Christian - middle-agees, tyranic dictatorship?

yeah just a few, why don't you quit spewing rhetoric about albanians being terrorist. I worked with the albanians and the albanian army for several years. They threw flowers, not bombs and IED's at our troops... and continue to step up in the war in iraq and afghanistan. I don't see serbians putting troops into iraq or afghanistan. Go back to your puppet master in moscow/belgrade.

"Major General Gregory Wayt, the Guard’s adjutant general, told B92 in an exclusive interview that Ohio’s military forces will assist Serbian Army undergoing reforms that will one day qualify it for NATO membership.

The official cooperation started with President Tadić’s visit to the Ohio Guard HQs, and continues with Major General Wayt’s visit to Belgrade. He explained that partnership meant exchange of ideas and personnel.

“This exchange can literally mean anything. Yeah, the Albanians knew the troops were the only thing allowing them to complete their land theft.

And you really need to read up on the legacy of Yugoslavia and Moscow before you embarrass yourself on Free Republic again.

so whats your point? The US has done exchanges with the Russian and Chinese army. Big deal. I saw first hand what the serbian oppressors did to the squalor villages in kosovo. You cant convince me. It was pathetic what the serbs did. go to hell.

The KLA did worse.......fact. There were never 10,000 murdered.... The Rajak massacre was a set up. The KLA for sure, made the Albanians of the village stay in the village, while the cowardly KLA, fired on Serb troops...Naturally you fire back. The injuries subjected to the residents and the 40 plus "massacred" are characteric of shelling...not rounded up and shot. We lied to the world and still lying.......Yes, the Serbs' paramilitaries did murder POW's and should be brought to trial. Who arrested Milosevic....Serbs. Who has an interest in find refrig. trucks full of bodies, and body parts they call bodies...Serbs and the Hague....the corrupt Hague by the way. We, allowed over 2000 Serbs at least be murdered by paramilitary groups of Albanians (Black Eagles paramilitary group under Ramush's control), to murder one or two families in a village to cleanse the rest. I know, because I was there from 1999-2004.....We had two villages in my region that this happened to. It's a fact......I actually don't blame you, our American troops were lied to about who the bad guy was. I know this because I had; [after two Monteith rotations] the U.S. personnel started to catch on. How do I know? They would visit my office and behind closed doors and on a personal note express their disgust about how we were allowing the KLA [Never disbanded only changed the name to TMK, KPC, Black Eagles, UCPMB, NLA, UCGP, and several others...], allowing the KLA to murder Serbs throughout Kosovo from 1999 to present and continuing to harrass and kill even in Klina. Now, we will target Western Macedonia and Southern Presevo.....as well as allow the extremist groups to harrass and kill the Serbs within Kosovo to justify independence. We are Americans tired of this and are fighting the independence for starters with www.savekosovo.org. If Kosovo becomes independent the Mafia will have a country, and Islam will continue their relationship with the Albanian Mafia and we will continue our policy working with the Mafia as well.........these are facts and are proven...........We were lied to.

We also know the reason we are actually in Kosovo, started in Bosnia by our former allies in Afghanistan after the Soviets left.....Muh stirred up the trouble with the independence and Jihad. Serbs responded heavy handed and yes, should be dealt with. But we stirred up the pot.

They aren't terrorist? Well, besides the Serbian Groups (Black Hand - mafia; Frankke's Boys (Bad MF's);

a. Serbian Liberation Army – Serbian paramilitary unit rumored to be in the Presevo Valley early in the spring of 2000.

b. Seselj’s or Bokan’s White Eagles – Was once aligned with the Serbian Radical Party (SRS). Serbian paramilitary group that were rumored to be in Macedonia during March/April time frame. No other information about them from my side after April 2000.

c. Arkan’s Tigers (Serb Volunteer Guard or SDG/SSJ) – Recently rumored to be in the Gracanica area along with the Black Hand organization. The numbers are rumored to be under 10 – 12 members for both (15 May 01 period).

d. Vucjak Wolves (Grey Wolves) – Serbian paramilitary group.

e. Serbian Special Police confirmed to have arrived in Mitrovica and are replacing the “Bridge Watchers”. Similar to last year, 1,500-2,000 Serb paramilitary personnel are expected to arrive or have already arrived into Kosovo. Women and children leave Kosovo on the convoy’s, while more men than women return. Strong rumor from two very reliable sources that many busloads of very serious Serbian males arrived just recently in the early spring. I was given this information March 2000. Since, I have received information that a small group of Tigers and The Black Hand had arrived in Gracanica. This info was received during the month of May 2001. I do not know the exact arrival date. If this information is correct others may reposition themselves in Kamenica, Gnjilane, Strpce, and the Podujevo area, to name a few. The Serbs did this last year prior to the registration to prevent Serbs from registering. This year it’s to protect them so they can register. Serb registration projected to occur around June/July time frame that would be a big issue for the extremists. The Serbs are still mixed concerning the registration.

f. Franke’s Boys – Rumored to be forming in Serbia for paramilitary operations. The exact name and location will be traced in the near future. This group may be forming to aid in the establishing the needed link that the local Serbs are preparing for protection in the Eastern side of Kosovo.

COMMENT: Here are the Albanian terrorist groups circa 2000. Notice that the groups formed at the same time in ALL locations that outlines Greater Albania, formed after 1999. Coincidence?? I think not. As a matter of fact, MPRI advised Macedonian forces and at the same time, the NLA. Go figure.


A quick summation of the groups: This information is obtained through unclassified sources and subject to confirmation through more sophisticated measures.
1. UCPMB - North (Medveda) – Probably still active.

2. UCPMB - Central (Bujanovac + Kamenica) - Rumored to have sent 150 + members to Kumanovo for reinforcement of the “cause”. Now, I consider it to be the Eastern Liberation Army under M. Xhameli.

[BECAME FRIENDS WITH MOHAMMAND; he was murdered, Probably by shefket's crew in 2005, after I left.]

3. UCPMB - South (Presevo + Vitina and Gnjilane) termed inactive. It is believed that approximately 300 members went to the Montenegro area following the final closure of the GSZ. Members rumored to belong to PDK.

4. NLA/UQK (National Liberation Army) Blace Border and Tanusevci. It now is comprised of the former ANFI and LAI.

5. FNCI/ANFI (National Front Liberty Ilirida) - Tetova area, and will operate in the Prizren last info obtained. They may have been used to reinforce the Bitola group, LAC/CLA. Now under the title of NLA.

6. UCI/LAI (Ushtria Clirimtare Ilirida or Liberation Army Ilirida) - Will focus on Kumanovo area. Look at the towns of Strug and Dibra. Towns in Macedonia. A group of the LAI are being sent to the Tetova are to reinforce the FNCI group. They are using the Vitina area as a resupply and logistics point. They are also using the villages in Grid EM 3681 along with the refugees. (Letnica, Sasare etc.) They are still part of the NLA.

7. UCGP (Liberation Army of Gusinje and Plav) they operate on the Montenegro side of Kosovo near the Albanian and Montenegro border. They will focus on the Pec area. They have already infiltrated into Kosovo in the Pec area. They are one of the most patriotic groups and are close to the Muslims in Prizren. This could be one of the reasons that the Bosnian Muslims may be split concerning the independence referendum. They are rumored to be well trained and financed. They also have a fair amount of money for support.

8. LAC - (Ushtria Clirimtare E Camera) – Also referred to as the CLA. They are confirmed to be on the border or the northern part of Greece and Western Macedonia close to Bitola. They are an Albanian American Group, who reportedly (unconfirmed) have roots with the Luchessi crime family that is either based or have a large organization in Staten Island, New York. In March 2001, three members was rumored to have departed Staten Island with $500,000 and bound for Macedonia. The alleged smuggling route goes from the US to Naples, Italy, to Bari and Brindisi, Italy. Then the “goods”, (weapons, drugs, money, etc…) go to Durres, Albania or to Bar, Montenegro. There may be other ports that are not known by this writer.

9. Black Eagles - Group of organized thugs, who have been cleansing the area over the past year. Allegedly controlled by “high” ranking members of the AAK. The name was also attached to a formed security guard company that has since been designated illegal. Allegedly, they are used to strong-arm locals and extort money, and other activities.

10. Eye of the Eagle – Just know the name exists. Don’t know yet the details. Unconfirmed information is that they exist.

11. Leopards – Similar to the Black Eagles, but operate in the western part of Kosovo.

12. AL Katana - Group of young thugs that are generally considered thieves and intimidators. Primarily located in Cernica, Gnjilane area. Some members of the UCPMB are also collocated there due to the closing of the borders.

13. TMK - This story is old. “You can take the man out of the KLA, but you can’t take the KLA out of the man.” I know for a fact there are some members of the TMK that are also members of the UCPMB. I also know that members of the TMK carry messages and coordinated action with the UCPMB.

14. KPC – Kosovo Protective Corps. Even though NATO sanctions this group, it is considered to be a legitimate organization made up of former KLA members. Former members have consistently been involved in illegal activities and connected to UCPMB in one form or another. Recently, a former KPC commander resigned, Commander Osdreni (spelling) and joined the NLA in Debar, near Bitola in order to fight for his “homeland”. They have been involved in community activities, moving old cars, repairing buildings etc.

15. Liberation Army of Montenegro - Will locate themselves in the Novo Pazir area of Montenegro. This will probably occur by June and July time frame. The name will eventually surface unless it’s just a subgroup/splinter of the UCGP. I have reason to believe that the PDK group, which split from the UCPMB will make up this group.

16. AKSH – (Armata Kombtare Shqiptare) or ANA (National Albanian Army) They do exist and may have been responsible for the bombing of the Serb bus in Poduevo, killing 11 Serbs. They are responsible for the recent killing of 10 Macedonian soldiers and two Serbian MUP in the Kamenica area.

17. SHIK – Albanian Intel Group. Been in the area since last year and controlled by Fatos Nano. It is believed that this group may work closely with the Serbian Mafia.

18. KSHIK – Kosovo Albanian intel. Group formed by Thaci to link with the SHIK. It was formally called the ZKZ under the KLA.
