It is certainly a possibility, but apparently he fooled a lot of good conservatives in his district. Personally, I think he was drunk on power and did not believe he would be caught.

Sadly, the gay community is notorious for their uncontrollable urges that defy logic. They engage in risky behaviour knowing that they could be jeopardising their lives. No amount of logic seems to penetrate their psyche.
