Ironically, it was 9/11 which stopped "Fox's Dream" from becoming a reality. Bush and Fox had scheduled a major effort just after 9/11 to push for The Plan. That plan is now dead.
The globalist puppet masters are not accustomed nor tolerant of having any of their plans die, at all. Anything that looks like a death is either a smoke screen or a temporary bump in the road.
