Its the second time in two years an overpass has collapsed in the Laval area. Bridges need constant maintenance because of the traffic load. They have a shorter lifespan than any other form of human construction.

As best I can tell, the previous (Souvenir Boulevard) overpass crashed down during construction.

Not true!! Bridges have a service life of on average 40 years and most go well beyond that with proper maintenance. Urban public housing is generally uninhabitable after 10-20 years.
