It wouldn't be a euphemism for special election, there could be a separate special election simultaneous with the general election. The Special Election would have the real candidate's name on it. You would then coordinate the campaign message for the candidate to say that, oh by the way, Mark Foley on the other ballot is really me here on the Special Election.
But still two separate elections at the same time.

Ah, I see how it works now. So, Foley's name stays on the ballot but the Foley votes are really votes for some as-yet-unknown replacement nominee. Interesting. I'd call that a Toss Up.
I suspect it would be an extremely bad idea for Jeb Bush to call a simultaneous special election to fill the remainder of Foley's term. Many voters would skip Foley's name in the general election for the next two years and vote in the special for his replacement, thinking they got it all covered. If votes for Foley are to be votes for someone else then they should just name the replacement ASAP and run with that.
