Does anyone actually believe if the appeal doesn't come through in 7 days that the surveillance will actually be curtailed?

I don't think Pres Bush will allow it to stop, and as I said the NSA is a military operation which can not be stopped in a time of war. I don't think the NSA will stop passing leads to the FBI, but they may be curtailed a little or delayed. And if a treat is imminent, I am pretty sure the President will bypass the judge's order. He is not going to stop protecting us because of an ACLU claim.
One other thing, this will become a big election issue, if the Republicans want it to be. They can point to a pure example of how Dems don't want us to be protected because of their delay in structuring a bill to address the NSA/FBI/FISA issue.
