Don't know if this is entirely accurate. India, China and Russia come to mind.
The Japanese ronin were considered "mischievous" and hooligans, but in many Japanese 'westerns' were in fact glamorized.

Don't forget Austrlia, which was populated by English prisoners. They count them among their ancestors. Makes doing your genealogy quite interesting.
