I agree, her delivery was wrong. It was supposed to be a slam on Bush, but the way she inflected her voice made it sound like a very ineffectual defense of Bill.
She is really not up to the task of running for president, even if they've figured out how to rig the machines to give her enough votes in the right places.

From what I saw, she looked tired and angry. I suspect she was actually furious with Bill for what he did, but she had to go out and do damage control.
