I'm glad you caught this one. I had spotted it a few days ago but neglected to bookmark it.

My feeling is this order is important (primarily) because it proves a chain of command reaching from the top to military,to the Fedayeen Saddam, to the al-Quds (Palestinian) Martyrs brigades....although it might explain small hideouts discovered, containing VX in one and a small flash dryer in another.

All were under 1 command.

By the way, when Iraqis refer to the 1st Gulf War, they are talking about the Iraq/Iran war; the 2nd to them was Desert Storm; and the present conflict is #3.

I think from the context of the letters, the mentioned 1st Gulf war is what we call operation Desert Storm. Also the Iraqis had different name for the wars they fought under Saddam. For example they called the war with Iran “The Glorified Qadisia of Saddam” and they called Operation Desert storm “The Mother of All Battles” or “The Thirties Aggression” referring to the alliance of the 30 nations against Iraq in operation Desert Storm. These names of the wars had been used in many Iraqi documents.
