"Legally," we can't do it but we can have another nation do it for us is the way I've understood it.
Or, I suppose we could do it and when anyone asks, we can appoint a commission and all the witnesses can just shrug or have memory lapses when questioned...
"I don't recall..." The Clintons used that one all of the time...seemed to work. /s
