Me too, in fact in my neck of the woods we label the adult in such a situation as a target.
Back in the early 80s locally a pervert was caught molesting his step daughter just a few miles from where I live.
He left town inexplicably and it was later reported he was checked into a hospital in another county with multiple fractures and contusions. Apparently he had an accident and fell down...

Hatred won't fix this problem. The cultural Catholic thing in the PI is a blessing and a curse. We can forgive those who turn from sin and repent. Hell has many rooms for the unrepentant and for those who facilitate them...
I believe it is the cavalier attitudes, as displayed by some here, that allow this kind of transgression to continue in this sick world.

I know of no such people, and I pointed that out.
I read it as a reference to those who consider prostitution a victimless crime, and I still believe that that's what the writer intended, even if it's not what he/she said.
It may be fuzzy thinking on the writer's part, but I suspect I've correctly interpreted his/her intent.
Presumably you oppose the sexual abuse of children, while endorsing prostitution as a business arrangement between two consenting adults...correct me if I'm wrong, as I often am.
That's a position a reasonable adult can take. I personally don't agree with it, but I can at least respect it.
There is a LOT of evil in the world. Regardless of race or ethnic background, shame on the "johns" who take advantage of the young girls or boys, as the case may be.
This case is about the latter, so any references to people's opinion on the former was a non sequitur in this case, sarcastic or otherwise.

They don't get cracked down on because the police and court systems are corrupt.
You get in trouble, you hand the cops some cash, and you go home.
You want to run one of these joints, you kick back some $$ to the local cops and politicians.. or even let them have some time with your girls, and all is good.
Prostitutes generally were indeed abused as children and/or are addicts. Not all, but a very large percentage fall into those categories... the "Happy Hooker" mythos... is mostly just that.
Oh yeah. The whole prostitution industry thing was, as you recall, supposed to come to a halt when the wicked U.S. armed forces were shown the door according to Mr. Manglapus and his friends in Manila. All that really happened was the informal control that kept it from turning into a pedophile's paradise left with the troops.
It was always wild and woolly, but the native decency of the military personnel kept the child abuse aspect from becoming particularly widespread. And many young women did meet their husbands there and they weren't all prostitutes, either, which is one of the more seductive arguments of the modern predators. But these aren't lonely sailors and GI's anymore who happen to be there on deployment, they're deliberate sex tourists and that's rather a different demographic.
The Filipino government needs to clean it up, period. Uncle Sam isn't around to blame anymore.

Yes, I read the article, and, yes, I understand that the local police and courts are corrupt. My question was rhetorical. My point was that the only thing that will really end this sort of thing is if the local police and courts get their act together. And if the people of the Philippines cotinute to tolerate police and government corruption, they're part of the problem, too.
