Is the cartoonist suggesting Chavez back his tough talk up with substantive action?
The way I read it, the artist is saying for all of Hugos bluster, he lacks the balls to do anything but step and fetch for those better than he.

Of course the cartoon could also be interpreted as a slap at President Bush, for tolerating Chavez's insults because of the US need for Venezuelan oil.
Do they actually have attendants who pump the gas in Venezuela, so the driver doesn't have to get out of his car? What a backward country! We used to have service stations like that in the US, in an earlier century.
