was he term limited, or did he merely keep a commitment not to run again? I can't remember, and don't know Spanish law well enough to know about term limit.

Well, I honestly don't know if he was term limited or chose not to run again. However, my point intended was that Aznar was NOT running, but instead a candidate from his party was.

Aznar ran for re-election in 2004 and was narrowly defeated by the socialists. His administration had blamed the train bombing on the Basque separatists. This was disproven before election day and led to his fall from power.
