IIRC Early in the WOT President Bush said that he wanted OBL dead or alive, BUT that OBL wasn't the main objective. The WOT was not reliant upon just one man.

The dems could complain that we didn't get him and wasted X amount of money, but that's about all they got. There are still plenty of terrorists out there. jmo
