I don't recall a single time that President Bush has actually said 9/11 was caused by the former administration...others have...but Bush has never enunciated it directly

As I said before he hasn't and he shouldn't have to. Others should be making that case. And contrary to your statement I don't recall any of our guys pointing the finger at Clinton to any extent.
