The only way you'd build something like that would be to pile rocks up into the general shape you wanted, larger ones at first and then smaller ones, and then put some sort of a hard facing over it. You can see this has been done and that the facing material still exists and is breaking away in plates on the one side while it has been mostly worn away by wind and sand on the other.
