I did read the article..had the word poor been used the reaction would have been worse..by using the term "concentrations of poverty", it was an attempt NOT to call them poor AND avoid any conotations of race..

Where in the article, besides the misleading title, does it say that the woman had a problem with people being called poor? Again, I am putting in the quote regarding the "code word:"

She said not repeating concentrations of poverty is a “code word” for keeping New Orleans’ displaced poor from returning to the city.

Now frankly, her idea is retarded. The current proposal is to not build projects, which is a good idea. I'm guessing that she feels without projects, there won't be enough places for poor people to live. However, when you make a cluster like that, you only create a situation where there are gangs and drugs. You don't want to create a breeding ground for "crackheads and thugs."
