I beg to differ on two points:
1. Although his intentions were noble, the system that was spawned has led to widespread deceit and fraud. Many who claim the EITC study the "Tables" and claim just enough income to hit the max range while minimizing their self employment tax. They've been doing it for years and are teaching their kids how to game the system. When their kids reach the age of ineligibility, they go through the roof! I know, I've prepared taxes for the last four years. The best thing this country could do is pass the Fair Tax bill.
2. The best thing President Reagan did was win World War III by defeating the USSR!
Signing off on this gigantic fraud-ridden program can only be explained as an indication that Alzheimer's was starting to take its toll.
