To a Jihadist, just looking at them, and not converting to Islam is considered to be degrading and humiliating them.

Our handling of detainees HAS to be spelled out.

Powell et. al. want to keep the ambiguous language of Article 3 and not define specifically what is and is not covered for these kind of non-state actor prisoners. It was the SCOTUS that incorrectly made this linkage and now the President and Congress must define what is covered and not covered. In some respects, we must treat AQ prisoners better than American citizen murderers and traitors in our own prisons.

Do you know what it means not to commit "Outrages upon personal dignity, in particular, humiliating and degrading treatment?" How does a CIA interrogator deal with this prohibition?
