Basically they are haggling over language now. I figured that would be the way to go. I mean from a legal POV, you don't want to make a precedent that could prove to be a slippery slope later. So they have to be real narrow on this one. Always remember the wrong person could land in the WH and if some of these things are to broad, they will come back and bite us in the Ass!

Well I disagree with this dogma. ANYthing the Goverment does can be misused later. You can NEVER create "perfect" legislation.
This "We don't want to hand over too much power because Hillary may win" is simple a rationalizations by gutless Senators who are afraid to do anything that might offend their Junk Media cronies.
