Caption writer is an idiot. If you are going to write for the American Forces Press Service, you really ought to learn the differences between Army uniforms and enlisted rank insignia, and those of the Air Force, and other services as well. Or at least read the story that goes with the picture. The story clearly says "Air Force" in several places. Those stripes on his sleeve are Air Force stripes. The two ranks, Army and Air Force Staff Sergeant are not even the same pay grade.
