Yes, the ban does include free samples.
The way I look at it... They're not really free samples; it's (usually very insufficient) reimbursement for the time doctors have to spend listening to a sales pitch.

I guess I see Free Samples as a way for patients to try a medication before they, or their insurance company, being forced to shell out big bucks for the medicine. Why not ban the sales calls instead?
