Isn't this the bill the GOA said was an anti-gun bill?

How could they come up with that conclusion?
H.R. 5005 is a modest bill to clean up some language from earlier legislation so that it makes more sense.
Clarity is a GOOD thing when dealing with fed. law, as being unclear too often leads to good people being prosecuted for their confusion.
It also puts a halt to some sections that are currently subject to constant reinterpretation (I.E., barrel import ban), stops the anti's access to records that are supposed to be confidential, clarifies earlier legislative intent, etc.
Everything I read in it was either positive for our RKBA, or neutral.
