As soon as the Serbs start acting in an honest manner, we'll start treating them like honest partners. As things stand right now, with Serbian politicians misrepresenting everybody else's position on Kosovo to their electorate and their craven unwillingness to come to grips with Milosevic's criminal legacy as embodied by Ratko Mladic, the time for treating Serbia as an equal still hasn't arrived.
Call it Serbophobia if it makes you feel better, but it's simply a case of our treating Belgrade in a manner consistent with its behavior.
Belgrade's position is that it won't ever accept an independent Kosovo, and that's pretty much the attitude of the vast majority of the electorate. So, Belgrade is representing the views of the majority of the nation - not telling the voters what stance to take.
The West can do whatever they want, but can't possibly expect Belgrade's signature on the dotted line.
As for Miloshevich - he's dead, and so is his regime. Mladich is God knows where. It's ridiculous to accuse Belgrade of protecting him after having sent the entire military-political leadership of Yugoslavia/Serbia -- including Miloshevich -- to the Hague.
There is no serious evidence that Belgrade knows where Mladich is.

Honest manner??? Our administration since early 90's has not been honest about the Balkans, certainly about Kosovo..the UN is as corrupt as the Albanian Mafia...oh my, they work with the Albania Mafia...go figure. honest?? You got to be kidding.....We have lied our way from Bosnia to Kosovo and planning more. Especially if we are thinking about "instigating" an incident in Mitrovica to provoke the Albanians....hmmmmmmmm???
