The guy is saying that if we're not willing to use it here (especially given our litigious society), then don't use it overseas and risk vilification by the world propaganda movement.

I infer from your post that you fear international public relations recriminations more than the effects of said weaponry on U.S. citizens.
The whole Jihadist ensemble which occupies many countries would be a nice testing ground, not the citizens of the United States of America.
