It will happen.

Pakistan has the same problem with it's tribal areas. We did as well with our domestic Indian population and territories in the past. Turkey does, India does, they all do, even Greece and Italy.

They all learned to cope with it, without a huge military incursion and domination.

It will get done, and the Iraqi's will deal with it. We simply need to keep AQ out of there, and we are doing this.

These people are simply not going to submit to a central government unless it is done with constantly applied force, and that is not how democracies work. They need to form alliances with the various tribal leaders, get control of the law and order through a territorial type system, and eventually through education and time, they should move into the mainstream society.

I just don't believe they can force them now. But they cannot let it become a lawless region and a fomenter of violence to other provinces. They have to achieve a territorial authority with plenty of armed soldiers to go in when necessary.

I think this is what is causing the frustration, They are trying to pacify people who cannot be pacified in the normal sense of the word, at the present time.
