Hi, AFB, I found it, or a later reference to it. And yes, I think Peggy Noonan first used it in one of his speeches, but RR also made a reference to it in his farewell address:
"The past few days when I've been at that window upstairs, I've thought a bit of the "shining city upon a hill." The phrase comes from John Winthrop, who wrote it to describe the America he imagined."

And you're right, I think I sensed the Hidden Hand of Reagan in Dubya's delivery tonight. There's no other guardian angel I'd rather the president have right now.
